Scholarship Chances for Engineering in the U.S. With a 1300 SAT and Tight Budget

I’m an international student from India looking at engineering programs in the U.S., but affordability is one of my biggest concerns. My current profile is: SAT: 1300 IELTS: 7.5 Grade 9: 75% Grade 10: 91% (CBSE) Grade 11: 55% Grade 12 predicted: 90% 2 LORs from my Math and Physics teachers Planning to apply early I’m mainly looking for good engineering universities where merit scholarships or other forms of aid could bring the total cost down significantly. I’ve also been looking at public universities in Texas because of the possibility of qualifying for an in-state tuition waiver through certain scholarships. With this profile, what kind of scholarship range would be realistic, and which universities would be worth targeting? Also, for U.S. applications, do Indian CBSE transcripts normally need to be evaluated and converted into a U.S. GPA through services like WES, or do most universities assess the original transcripts themselves?
