Job Overview
Partners In Health (PIH) Lesotho is seeking an experienced Compliance Officer to strengthen governance, ensure adherence to donor regulations, and maintain transparent operations across its programs. The position oversees compliance systems within finance, procurement, HR, and operations to ensure integrity, accountability, and compliance with both donor and organizational policies. The role also manages risk registers, audits, and reporting for the Executive Director and Senior Leadership Team.
Key Responsibilities
- Grants Management: Review grant agreements, lead grant launches, and establish award governance structures to ensure clarity of donor expectations and communication protocols.
- Develop and implement project management and close-out plans aligned with donor and PIH requirements.
- Maintain transparent, timely communication with donors and internal stakeholders on compliance matters.
- Compliance Management: Design and enforce compliance systems integrated across all departments, ensuring consistency in Finance, HR, Procurement, Operations, and Clinical Programs.
- Review vendor contracts and MOUs; advise on improvements to enhance accountability and risk mitigation.
- Compliance Oversight: Maintain a donor compliance checklist covering procurement, HR, branding, and budgeting standards.
- Develop and execute compliance monitoring plans; conduct regular reviews, spot checks, and audits to assess control effectiveness.
- Evaluate procurement transparency, HR adherence to policies, and finance accuracy in reporting and timelines.
- Prepare periodic compliance reports highlighting control gaps, risks, and recommended corrective actions.
- Risk Management: Coordinate with departments to identify, document, and monitor organizational risks.
- Maintain and review risk registers quarterly; escalate high-risk issues to leadership for mitigation.
- Oversee implementation of audit recommendations, risk mitigation measures, and anti-fraud safeguards.
Requirements
- Bachelor of Commerce in Risk and Compliance Management, Accounting, Finance, or a related field.
- Postgraduate certification in Risk and Compliance Management preferred.
- Membership in a recognized accounting or compliance body (e.g., ACCA, CPA).
- At least 5 years of experience in compliance or risk management, preferably within the NGO or donor sector.
- Comprehensive knowledge of procurement, finance, and HR compliance frameworks.
- Proven experience drafting and reviewing vendor and donor contracts.
- Strong analytical, problem-solving, and communication skills.
- Advanced Excel proficiency is an advantage.
