UAE Golden Visa vs Saudi Premium Residency: Complete 2026 Comparison

Last fact-checked: September 3, 2026

The UAE Golden Visa and Saudi Premium Residency both let eligible foreigners live in the Gulf without relying on a normal employer-sponsored residence permit. They are not the same program, however, and neither one is automatically better for every applicant.

The UAE Golden Visa is usually the clearer option for people who qualify through a profession, recognised talent, academic record, business, public investment or property. Saudi Premium Residency offers seven different products for investors, entrepreneurs, property owners, researchers, healthcare professionals, executives, gifted people and applicants who want limited or unlimited residence.

Saudi Premium Residency is sometimes called the “Saudi Green Card,” but that is an informal term. Its official name is Premium Residency. It should also not be confused with a standard Saudi work residence or iqama.

This guide compares the two programs using information published by UAE and Saudi government authorities. Rules can change, and some conditions depend on the selected category, emirate or Saudi residency product. Check the official portal before paying a fee or making an investment.

Quick answer: which one is better?

The UAE Golden Visa may suit you better if your strongest qualification is your profession, specialised talent, UAE business, academic record or UAE-based investment. Saudi Premium Residency may suit you better if you meet the conditions for one of its seven products and want to build your career, company, investment or long-term home in Saudi Arabia.

If you only want an ordinary job in either country, a standard work residence may be more realistic. These premium programs are not replacements for every type of employment visa.

What Is the UAE Golden Visa?

The UAE Golden Residency is a self-sponsored long-term residence permit for approved applicants and their families. The UAE Federal Authority for Identity, Citizenship, Customs and Port Security, known as ICP, states that it is issued for five or ten years and is automatically renewable when the holder continues to meet the relevant conditions.

Golden Residency holders can live, work, study and invest in the UAE without a local residence sponsor. The program also allows the holder to obtain residence permits for a spouse and children. These benefits do not remove the need for a professional licence, work permit or business licence when one is required for a specific activity.

Main UAE Golden Visa categories

The main categories include:

  • Investors in public investments
  • Real estate investors
  • Entrepreneurs
  • Scientists and specialised professionals
  • Exceptional talents
  • Outstanding students and graduates
  • Humanitarian pioneers
  • Frontline heroes and other approved groups

The category matters because the validity, nomination process, financial threshold, and required documents are not the same for everyone.

UAE investor routes

The official ICP Golden Residency guide lists a minimum AED 2 million capital requirement for qualifying public investment and real estate routes. Public-investment residency is listed for ten years, while the same guide lists real estate investment residency for five years. Applicants should check the service card that applies in their emirate because the evidence required for property value, ownership, financing, and investment can differ by route.

An applicant should not treat the AED 2 million threshold as an application fee. It is the value of the qualifying investment. Government processing, identity, medical, insurance and related costs are separate.

UAE specialised professional route

Rules depend on the profession and issuing authority. For example, Dubai’s GDRFA service for specialised scientists and professionals lists conditions that include an eligible professional level, at least a bachelor’s degree, a valid UAE employment contract and a monthly salary of at least AED 30,000 for the specialist route. A professional licence is also required when the occupation is regulated.

This means a high salary alone does not guarantee approval. The occupation, qualification, contract, licence and supporting documents must fit the selected Golden Residency category.

UAE entrepreneur, talent and student routes

Entrepreneurs normally need evidence that the venture or project meets the relevant value, innovation or approval conditions. Scientists, artists, inventors, athletes and other exceptional talents may need a recommendation or nomination from the responsible UAE authority. Outstanding students and graduates must meet the academic and institutional conditions for their route.

These pathways show why the UAE Golden Visa should not be described only as a property visa. Investment is one option, but it is not the only way to qualify.

What Is Saudi Premium Residency?

Saudi Premium Residency is a sponsor-free residence system for approved foreign professionals, talents, investors, entrepreneurs and other qualifying applicants. Saudi government guidance lists benefits that include family residency, business activity, property ownership, movement between employers, exemption from certain expatriate fees, entry and exit without a separate visa, and the ability to host relatives.

These rights remain subject to Saudi law. A Premium Residency holder must still follow rules for regulated jobs, reserved activities, investment licences, property locations and business registration.

The seven Saudi Premium Residency products

Saudi Arabia offers seven products. They should be compared separately because their requirements and duration are different.

Saudi productIntended applicantMain form of residence
Special Talent ResidencySenior professionals, healthcare and scientific specialists, researchers and executivesFive-year renewable residence, with a route to permanent status if conditions are met
Gifted ResidencyApproved talent in sport, culture and the artsFive-year renewable residence, with a route to permanent status if conditions are met
Investor ResidencyApplicants making a qualifying investment in Saudi ArabiaConditional permanent residence
Entrepreneur ResidencyFounders with approved funding and ownership in a Saudi startupFive-year or conditional permanent residence, depending on category
Real Estate Owner ResidencyOwners of qualifying Saudi residential propertyLinked to continued qualifying ownership
Limited Duration Premium ResidencyApplicants seeking renewable residence through the general financial routeOne-year residence, renewable
Unlimited Duration Premium ResidencyApplicants seeking residence without a fixed end dateUnlimited-duration residence

Special Talent Residency

The Special Talent product covers executives and exceptional professionals in healthcare, science and research. Saudi government relocation guidance lists different requirements for each group.

Executives are generally expected to hold an eligible executive employment contract and earn at least SAR 80,000 per month. Healthcare and scientific professionals are generally expected to earn at least SAR 35,000 per month, hold at least a bachelor’s degree, have relevant experience and receive an employer recommendation. Researchers are generally expected to earn at least SAR 14,000 per month and meet experience, research and points conditions.

These thresholds are only part of the test. The employer, field, contract, experience and recommendation must also meet the product rules.

Gifted Residency

Gifted Residency is for approved talent in sports, culture and the arts. Applicants need recognition or a recommendation from the responsible Saudi body and must meet the product’s achievement rules. It is not a general route for anyone working in a creative occupation.

Investor Residency

Investor Residency is designed for a person investing in Saudi Arabia. Published program criteria identify a minimum SAR 7 million investment and the creation of at least ten jobs during the first two years. Successful applicants can receive conditional permanent residence.

The investment must meet the program’s accepted form and documentation rules. Moving money to a personal Saudi bank account is not the same as making a qualifying investment.

Entrepreneur Residency

Entrepreneur Residency has two levels. The first route generally requires at least SAR 400,000 in approved funding and at least a 20 percent ownership share. It provides five-year residence that may be renewed when the conditions continue to be met.

The higher route generally requires at least SAR 15 million in approved funding and a qualifying ownership share. It can lead directly to conditional permanent residence if the business creates at least ten jobs in the first year and ten more in the second year. An applicant also needs an entrepreneur licence and a recommendation from an approved funding entity.

Real Estate Owner Residency

This product is tied to qualifying developed residential property in Saudi Arabia with a value of at least SAR 4 million. Program rules require an approved valuation and place conditions on ownership and financing. Residence continues only while the holder retains qualifying property rights.

Applicants should verify the location, property type, completion status, valuation and financing rules before buying. Foreign ownership rules can depend on the area, and purchasing any property does not automatically create eligibility.

Limited Duration Premium Residency

Limited Duration Premium Residency is issued for one year and can be renewed. The established annual fee is SAR 100,000. Applicants must also meet the general conditions, including financial solvency.

Unlimited Duration Premium Residency

Unlimited Duration Premium Residency requires a one-time fee of SAR 800,000 and proof of financial solvency. It does not need an annual residence renewal in the same way as the limited-duration product.

“Unlimited duration” does not mean Saudi citizenship. The permit may still be cancelled under the law if it was obtained through false information or if another cancellation ground applies.

Eligibility Compared

Both systems require a valid passport and reliable documents. The exact tests then depend on the category or product.

Which program is easier to get?

There is no accurate universal answer. A UAE-based specialist with the right salary, job classification and qualification may have a clear UAE route but no Saudi route. A founder with approved Saudi investment may fit Entrepreneur Residency but not a UAE Golden Visa category. A wealthy applicant who can prove financial solvency may consider Saudi Limited or Unlimited Duration Residency without using a talent or business product.

The easiest program is the one whose written conditions match your real documents. Lifestyle preference should come after the eligibility check.

Costs and Financial Commitment

Costs fall into three groups: government fees, the value of a qualifying investment, and continuing living or compliance costs. Mixing these figures can make one program look cheaper than it is.

UAE Golden Visa costs

The UAE does not have one nationwide all-inclusive price for every Golden Visa applicant. The total can include application, entry status change, medical fitness, Emirates ID, residence issuance, health insurance and document charges. Amounts can also vary between ICP and Dubai GDRFA processing and by the length and category of the permit.

For an investor, the qualifying asset is normally much larger than the processing charges. The official ICP guide uses AED 2 million as a key threshold for public investment and real estate routes. That money is an investment requirement, not a government fee.

Saudi Premium Residency costs

The clearest direct-payment options are:

  • SAR 100,000 for each year of Limited Duration Premium Residency
  • SAR 800,000 as a one-time fee for Unlimited Duration Premium Residency

The five profile-based products are commonly listed with a SAR 4,000 product fee, but they also have substantial qualifying conditions. For example, the Investor product requires qualifying capital and job creation, while Real Estate Owner Residency requires qualifying property. Applicants should confirm the fee shown in the official Premium Residency portal at the time of submission.

Other costs to include

Applicants in either country should budget for document attestation, translation, medical examinations, health insurance, family applications, professional licences and business setup where required. Property buyers must also consider registration charges, valuation, agent fees and ongoing ownership costs.

The cheaper application fee is not necessarily the cheaper decision. A route tied to a large investment or continuing business obligation may create a much higher total commitment.

Validity, Renewal and Permanent Residence

The UAE Golden Visa is normally valid for five or ten years and can be renewed when its conditions continue to be met. It is long-term residence, not conventional permanent residence and not citizenship.

Saudi validity depends on the product. Limited Duration Residency is renewable annually. Unlimited Duration Residency has no fixed end date. Special Talent, Gifted and the lower Entrepreneur category normally begin as five-year products. Investor and the higher Entrepreneur route can provide conditional permanent residence. Real Estate Owner Residency remains tied to the qualifying property.

The word “permanent” should not be read as unconditional. Investment, employment, residence presence, job creation, property ownership or other product conditions may need to be maintained.

Work and Business Rights

Both programs reduce dependence on a traditional residence sponsor, but neither gives permission to ignore labour or licensing rules.

In the UAE, a Golden Residency holder may live, work and invest, but an employer may still need to arrange the relevant work authorisation. Doctors, lawyers, teachers and other regulated professionals must hold the licence required by the competent authority. A business owner must also obtain the correct mainland or free-zone licence.

Saudi government guidance says Premium Residency holders can conduct business and move between entities without the usual sponsor model. They must still follow Saudi rules on commercial registration, investment licensing, Saudisation, regulated professions and activities restricted to Saudi nationals.

For a job seeker, the size of the employment market is not the same as immigration eligibility. Compare actual job offers, salary, professional licensing and career sector before choosing a residence program.

Property Ownership

The UAE Golden Visa property route is based on qualifying UAE real estate. Property ownership rules and processing can vary by emirate and designated ownership area. Buyers should verify whether the property value, ownership share, financing and title documents meet the current residence requirements.

Saudi Real Estate Owner Residency requires qualifying developed residential property worth at least SAR 4 million and an approved valuation. The residence is connected to continued ownership. Saudi rules also limit where and how non-Saudis can own property, so approval should be checked before purchase.

Do not buy property based only on an agent’s promise of residence. Confirm the current immigration and property rules with the relevant government authority first.

Family Sponsorship

Both programs allow approved holders to obtain residence for eligible family members. Saudi government guidance lists family residence as a general Premium Residency benefit. Official Saudi relocation information describes family as including spouses, children under 25 and parents for the program.

The UAE ICP states that Golden Residency holders can obtain permits for a spouse and children. The validity of a family member’s permit is linked to the principal holder’s status. Applicants should check current rules for adult children, parents, domestic workers and any family situation that does not fit a standard spouse-and-child application.

Family residence does not automatically include free healthcare or education. Health insurance, school fees, housing and dependant processing can be major parts of the relocation budget in both countries.

Tax and Financial Exposure

Neither country generally charges personal income tax on an employee’s salary. That does not make every person or business tax-free.

The UAE applies 5 percent VAT. Its federal corporate tax system generally uses a 0 percent rate on taxable income up to AED 375,000 and a 9 percent rate above that level, subject to the law, exemptions and special rules. Free-zone status does not make all income automatically tax-free.

Saudi Arabia applies 15 percent VAT. Saudi tax rules can include corporate income tax on non-Saudi ownership, Zakat for qualifying Saudi or GCC ownership, withholding tax on some payments to non-residents, and other transaction taxes.

Immigration residence and tax residence are separate questions. Your home country may also tax worldwide income or require reporting. Business owners and people with income in several countries should obtain advice based on their citizenship, physical presence, company structure and source of income.

Does Nationality Change Eligibility?

The published UAE and Saudi programs are organised around categories, qualifications, investments and documents. They do not provide separate Golden Visa or Premium Residency products for Pakistanis, Indians, Bangladeshis, Nepalis, Filipinos, Nigerians, Egyptians or Sri Lankans.

Nationality can still affect practical document preparation. Police certificates, degree attestation, civil documents, name formats and proof of funds must come from the correct authorities. An applicant living outside their country of citizenship may need records from more than one country.

Pakistani applicants

Pakistani applicants should choose a route based on their profession, recognised talent, company, investment or property rather than nationality. Degrees, marriage records, police certificates and financial evidence may need attestation or verification before use. A normal employment profile does not automatically qualify for either premium program.

Indian citizens and NRIs

Indian citizens and NRIs are assessed under the same category rules as other applicants. An NRI may need documents from India and the country where they currently live. Indian tax obligations should be checked separately because obtaining Gulf residence does not by itself settle Indian tax residency.

Bangladeshi applicants

Bangladeshi applicants should focus on the exact professional, talent, business or investment criteria. Employment demand in a country does not create eligibility for a premium residence product. Civil records, qualifications and police documents should use consistent names and dates.

Nepali applicants

Nepali applicants are assessed under the same published category and product rules. They should confirm the correct process for police records, degree attestation, family documents and evidence issued in Nepal or another country where they have lived.

Sri Lankan applicants

Sri Lankan applicants should match their profile to a defined professional, talent, entrepreneur, investor or property route. All names and dates should be consistent across the passport, qualifications, civil documents and financial evidence.

Filipino applicants

Filipino professionals should confirm local professional licensing as well as immigration eligibility. This is especially important in healthcare, education, engineering and other regulated work. A Golden Visa or Premium Residency approval does not replace a licence to practise.

Nigerian applicants

Nigerian applicants should prepare clear evidence of income, qualifications, business activity and source of funds for the chosen route. Any document verification requested by the authority must be completed through the recognised process.

Egyptian applicants

Egyptian applicants can use the same professional, talent, entrepreneur, investor and property routes available to other eligible foreigners. The decision should be based on where the applicant will work, invest or operate a business, not on nationality alone.

How to Apply

UAE Golden Visa application process

  1. Identify the correct Golden Residency category.
  2. Read the current ICP or Dubai GDRFA service requirements.
  3. Obtain a nomination, recommendation or approval if the category requires one.
  4. Prepare passport, qualification, salary, professional, investment or property evidence.
  5. Submit through the official portal or an authorised service channel.
  6. Complete medical fitness, insurance, biometrics and Emirates ID steps when required.
  7. Check that family applications match the principal holder’s status.

Saudi Premium Residency application process

  1. Select one of the seven Premium Residency products.
  2. Confirm its current salary, funding, investment, property or solvency conditions.
  3. Prepare a valid passport, financial evidence, criminal record documents and medical information.
  4. Collect the product-specific employment, recommendation, funding, ownership or property evidence.
  5. Apply through the official Premium Residency portal.
  6. Pay the amount requested after completing the application and approval stages.
  7. Maintain any investment, employment, property, presence or job-creation condition attached to the product.

Never pay an unofficial agent for a “guaranteed” approval. Meeting a published threshold allows a person to apply, but the authority still reviews the complete file.

Which Residency Should You Choose?

Consider the UAE Golden Visa first if:

  • You already have a strong professional, academic, talent or business profile connected to the UAE.
  • You meet a defined UAE investor or property threshold.
  • You want renewable five- or ten-year UAE residence.
  • Your work, family or company is mainly based in the UAE.

Consider Saudi Premium Residency first if:

  • You meet the detailed requirements for Special Talent or Gifted Residency.
  • You plan to make a qualifying Saudi investment or build an approved Saudi startup.
  • You own or plan to buy property that meets the Real Estate Owner rules.
  • You want the Limited or Unlimited Duration product and can meet its financial requirements.
  • Your career, business and family plans are mainly connected to Saudi Arabia.

A standard residence may be better if:

  • You only need permission to take one normal sponsored job.
  • You do not meet a premium category.
  • You do not want to maintain a large investment or annual fee.
  • Your stay is temporary.
  • You expect residence to guarantee citizenship.

Final Verdict

The UAE Golden Visa is a strong long-term option for applicants who fit one of the UAE’s recognised professional, talent, education, entrepreneur or investment categories. Its main advantage is that several routes are based on achievement or professional value rather than only on a large direct payment.

Saudi Premium Residency offers more types of residence in one system. It includes products for special talent, gifted applicants, investors, entrepreneurs, and property owners, plus paid limited and unlimited-duration options. Its strongest feature is the ability to match the application to a specific Saudi career, investment, or long-term residence plan.

Choose by eligibility first, total financial commitment second, and lifestyle third. The best program is the one you can qualify for and maintain while building your real work, business, and family life in that country.

Frequently Asked Questions

Is Saudi Premium Residency the same as a Saudi Green Card?

“Saudi Green Card” is an informal name sometimes used for Saudi Premium Residency. The official name is Premium Residency. It is not the same as a United States Green Card and does not automatically lead to Saudi citizenship.

Is Saudi Premium Residency permanent?

Saudi Arabia offers an Unlimited Duration Premium Residency product. Investor Residency and the higher Entrepreneur route can also provide conditional permanent residence. Other products may start with a fixed term and require renewal or additional conditions.

Is the UAE Golden Visa permanent residency?

No. The UAE Golden Visa is normally issued for five or ten years and can be renewed when the applicant continues to meet the conditions. It is long-term residence, not citizenship or conventional permanent residence.

Which is cheaper, the UAE Golden Visa or Saudi Premium Residency?

There is no single answer because both systems have several routes. UAE processing fees depend on the category and issuing authority, while investor routes require qualifying assets. Saudi Limited Duration Residency costs SAR 100,000 per year and Unlimited Duration Residency costs SAR 800,000 once. Other Saudi products have their own investment, salary, property or funding conditions.

Can salaried employees qualify?

Yes, but only when they meet a specific category. A UAE specialised professional may need an eligible occupation, bachelor’s degree, valid contract and qualifying salary. Saudi Special Talent Residency has different employment, salary and experience requirements for executives, healthcare professionals, scientists and researchers.

Can I sponsor my family?

Both programs allow approved family members to receive residence. The exact rules depend on the principal holder’s program, the family relationship, age and supporting documents.

Can I work for any employer?

Both programs reduce dependence on a traditional residence sponsor, but labour rules still apply. Employers, workers and regulated professionals may need separate permits, registrations or professional licences.

Can property ownership qualify me?

Yes, both countries have property-linked routes. The property must meet current value, ownership, location, valuation and other program conditions. Buying any property does not automatically provide residence.

Can I hold UAE and Saudi residence at the same time?

Neither program’s general description creates an automatic ban on holding another country’s residence. However, the applicant must maintain the conditions of both permits and consider physical-presence, employment and tax rules.

Do these programs lead to citizenship?

No automatic citizenship route is included in either program. UAE Golden Residency and Saudi Premium Residency are residence statuses, not passports.

Where should I verify the latest rules?

Check the UAE ICP Golden Residency guide, Dubai GDRFA if the application is in Dubai, and the Saudi Premium Residency Center. Fees and conditions should be confirmed again immediately before applying.
