Is a $25,000–$50,000 Investment Enough for an E-2 Visa to Start a Small Business in the USA?

I'm a Pakistani citizen planning to move to the United States through the E-2 investor visa. Since Pakistan is an E-2 treaty country, I've been exploring whether starting a small business in the US would be a realistic option.
My available investment budget is around $25,000 to $50,000. I'm considering a service-based business, possibly a digital marketing agency or an IT consulting company, because these businesses don't necessarily require expensive equipment or physical premises.
One thing I'm struggling to understand is how investment amounts are evaluated. I've seen people discussing E-2 applications involving $100,000 or more, but I've also come across examples of businesses launched with much smaller investments.
Would a $25,000–$50,000 investment be considered sufficient for an E-2 visa if the business has relatively low startup costs? Has anyone applied with a similar budget, and what factors made the biggest difference in their application?
