EB-2 NIW with retrogressed India dates: file I-140 now or wait for better visa bulletin movement?

Hi everyone, I'm an Indian citizen working abroad on H-1B and I'm getting my EB-2 NIW package ready. My profile has a master's degree, around 6 years in software, a handful of journal publications and some recommendation letters from managers and independent experts. Since the India dates for EB-2 look badly retrogressed in the visa bulletin anyway, my question is: does it still make sense to file the I-140 as early as possible (and maybe pay for premium processing), just to lock in a priority date and build the queue position, or is there any real downside if approval takes years to lead anywhere? Also, does a pending or approved I-140 affect anything if I later change employers or countries before the green card stage? Curious what people who already filed from the India queue learned.
