EB-2 NIW Profile Evaluation: PhD in Environmental Engineering, 5 Publications, 43 Citations — Should I Apply Now?

Hi everyone,
I'm looking for some advice on whether my current academic and research background is strong enough to apply for an EB-2 National Interest Waiver (NIW) or whether I should spend more time strengthening my profile.
I recently contacted an immigration law firm, Ellis Porter (EP), for a profile evaluation. They offered to handle my case for a legal fee of approximately $7,000 and indicated that recommendation letters wouldn't be necessary.
However, some of my peers with fewer publications, citations, and awards reportedly received quotes of around $5,400 just two months ago.
I'm trying to understand whether the legal fees have recently increased or whether pricing varies depending on individual cases.
Here's my academic and research background:
- Current status: PhD student at a US university
- Country of chargeability: Rest of World (ROW)
- Field: Civil and Environmental Engineering
- Research areas: Emerging contaminants, microplastics, water quality, stormwater management, and remote sensing
- Education: En-route Master of Engineering (M.Eng.) degree
- Publications: 5 peer-reviewed journal articles, including 2 first-author publications
- Citations: 43 citations in total
- Professional certification: Passed the Fundamentals of Engineering (FE) exam and obtained Engineer-in-Training (EIT) certification
- Peer review experience: Reviewed one journal manuscript and several conference submissions
- Awards: Multiple academic awards and travel grants from university, local, and national organizations
- Research funding: Contributed to two successful research proposals that secured funding from the National Science Foundation (NSF) and a local agency
- Professional memberships: Member of several recognized engineering and scientific organizations
- Collaborations: Worked with researchers associated with state and federal organizations
My main concern is whether I should apply now or wait until my research profile becomes stronger.
I believe my work on water quality, emerging pollutants, and environmental monitoring has potential national importance, particularly given its relevance to public health, environmental sustainability, and water infrastructure.
However, I also understand that having publications, citations, and awards doesn't automatically guarantee NIW approval.
I have a few questions:
- Based on my current credentials, does my profile look competitive for EB-2 NIW?
- Is having 5 publications and 43 citations generally sufficient, or should I aim to increase these numbers before applying?
- How much weight might USCIS give to my NSF-funded research contributions and collaborations with government researchers?
- Would my EIT certification, peer review experience, and academic awards meaningfully strengthen my petition?
- Has anyone successfully obtained EB-2 NIW approval with a similar environmental engineering or PhD research background?
- Is filing without recommendation letters a reasonable strategy for this type of research profile?
- Is a $7,000 attorney fee from Ellis Porter typical, or have others recently received lower quotes?
- Would you recommend filing now or waiting until I have more publications, citations, and research achievements?
I'm also interested in hearing whether anyone has filed an NIW petition while still pursuing their PhD.
If you've successfully obtained an EB-2 NIW approval in civil engineering, environmental engineering, or a related research field, I'd really appreciate hearing about your experience.
Any advice about petition strategy, attorney fees, recommendation letters, or ways to strengthen my profile would be extremely helpful.
Thank you!
