Monitoring, Evaluation and Learning Advisor

Palladium is seeking a Monitoring, Evaluation and Learning (MEL) Adviser to support Papua New Guinea’s Department of Higher Education, Research, Science, and Technology (DHERST). This role will strengthen DHERST’s capability to monitor, evaluate, report on, and learn from the implementation of priority higher education and TVET reforms. The position is based in Port Moresby, Papua New Guinea, with a contract duration up to November 2027, potentially with an extension. Key Responsibilities

• Provide MEL and performance management advisory support to DHERST.
• Develop or refine a practical MEL framework, underpinned by a theory of change.
• Support the development of outcome, output, and process indicators aligned with DHERST’s Corporate Plan.
• Mentor and support nominated DHERST counterparts to strengthen their MEL capabilities.
• Ensure MEL approaches address gender equality, disability, social inclusion, and other cross-cutting priorities.
• Contribute to reports, briefs, and other knowledge products using performance information.

Requirements

• Proven experience in MEL and performance systems.
• Experience in reviewing and developing MEL frameworks, systems, tools, and processes.
• Ability to develop outcome, output, and process indicators.
• Experience in identifying data sources, baselines, targets, and collection methods.
• Strong coordination and integration skills with stakeholders.
• Experience in capacity strengthening through mentoring and coaching.
