Conversions follow IRCC CLB/NCLC equivalency charts for immigration and PGWP.

How to Calculate Your CLB Score

You can calculate your CLB or NCLC levels in four simple steps:

  1. Select your language test: Choose IELTS General Training, CELPIP-General, PTE Core, TEF Canada or TCF Canada.
  2. Enter your test scores: Add your listening, reading, writing and speaking results exactly as they appear on your score report.
  3. Calculate your levels: The calculator converts each score into its corresponding CLB or NCLC level.
  4. Review your results: Compare your four language levels with the requirements of your intended Canadian immigration program.

Canada uses CLB to measure English language ability and NCLC to measure French language ability. Both systems evaluate listening, reading, writing and speaking separately.

For immigration purposes, your lowest language skill can matter more than your average score. If a program requires CLB 7 in all four abilities, you must reach CLB 7 or higher in every skill.

IELTS General Training Scores Convert to CLB Levels Differently for Each Skill

The IELTS to CLB conversion chart shows the minimum IELTS General Training score for each CLB level. Listening, reading, writing and speaking follow different conversion thresholds.

CLB Level Listening Reading Writing Speaking
108.58.07.57.5
98.07.07.07.0
87.56.56.56.5
76.06.06.06.0
65.55.05.55.5
55.04.05.05.0
44.53.54.04.0

For example, IELTS scores of 8.0 in listening, 7.0 in reading, 7.0 in writing and 7.0 in speaking correspond to CLB 9 in all four abilities.

However, IELTS 7.0 in listening corresponds to CLB 7, while IELTS 7.0 in reading corresponds to CLB 9. This difference makes skill-specific conversion essential.

Important: For the Express Entry and PGWP programs covered here, use IELTS General Training rather than IELTS Academic.

CELPIP-General Scores Match Their CLB Levels Directly

CELPIP-General uses score levels that correspond directly to CLB levels for the ranges below. A CELPIP score of 9 in listening, reading, writing or speaking represents CLB 9 in that ability.

CELPIP-General Score CLB Level
1010
99
88
77
66
55
44

The calculator reports each skill separately. For example, CELPIP scores of 9 in listening, 8 in reading, 7 in writing and 9 in speaking correspond to CLB 9, 8, 7 and 9 respectively.

PTE Core Scores Convert to CLB Through Skill-Specific Score Ranges

The PTE Core to CLB conversion chart uses different score ranges for listening, reading, writing and speaking. Use PTE Core results when you calculate language levels for the Canadian immigration programs covered by this tool.

CLB Level Listening Reading Writing Speaking
1089-9088-909089-90
982-8878-8788-8984-88
871-8169-7779-8776-83
760-7060-6869-7868-75
650-5951-5960-6859-67

428-3833-4141-5042-50
318-2724-3232-4034-41

For example, PTE Core scores of 82 in listening, 78 in reading, 88 in writing and 84 in speaking correspond to CLB 9 in each ability.

PTE Academic and PTE Core serve different purposes. Do not enter PTE Academic scores into this conversion chart for Canadian immigration.

TEF Canada Scores Convert to French NCLC Levels

TEF Canada measures French language ability. The NCLC conversion depends on your test date and the score scale that applies to your results.

The following table covers TEF Canada tests taken after December 10, 2023.

NCLC Level Listening Reading Writing Speaking
10546-699546-699558-699556-699
9503-545503-545512-557518-555

5352-392352-392330-378387-421
4306-351306-351268-329328-386

Choose the correct TEF Canada test date and score scale before calculating your NCLC level. Historical TEF Canada conversion tables differ from the current table.

For Canadian immigration applications, applicants generally need language test results that are less than two years old. Check the applicable program rules before relying on older results.

TCF Canada Scores Convert to NCLC Using Separate Skill Ranges

TCF Canada also measures French proficiency. Reading and listening use numerical score ranges, while speaking and writing use scores on a different scale.

NCLC Level Listening Reading Writing Speaking
10549-699549-69916-2016-20
9523-548524-54814-1514-15

5369-397375-40566
4331-368342-3744-54-5

For example, TCF Canada scores of 458 in listening, 453 in reading, 10 in writing and 10 in speaking correspond to NCLC 7 in all four abilities.

Canadian Immigration Programs Have Different Minimum CLB Requirements

The language benchmark you need depends on your immigration program, occupation and application circumstances. A CLB level that meets one program's language requirement may fall below another program's minimum.

Express Entry Language Requirements

Express Entry Program Minimum Language Requirement
Federal Skilled Worker Program CLB 7 or NCLC 7 in all four abilities for the first official language
Canadian Experience Class, TEER 0 or 1 CLB 7 or NCLC 7 in all four abilities
Canadian Experience Class, TEER 2 or 3 CLB 5 or NCLC 5 in all four abilities
Federal Skilled Trades Program CLB/NCLC 5 in speaking and listening, and CLB/NCLC 4 in reading and writing

These figures describe minimum language requirements, not complete Express Entry eligibility. Each program has additional criteria.

If you want to estimate how your language levels contribute to your immigration ranking, use our Canada CRS Calculator. It considers language ability alongside other Comprehensive Ranking System factors.

Post-Graduation Work Permit Language Requirements

For PGWP applications submitted on or after November 1, 2024, most applicants must demonstrate English or French language ability. The minimum benchmark depends on the type of study program.

Study Program Minimum Language Level
Bachelor's, master's or doctoral degree CLB 7 or NCLC 7 in all four abilities
Other university programs CLB 7 or NCLC 7 in all four abilities
College, polytechnic or other non-university programs CLB 5 or NCLC 5 in all four abilities

Graduates of PGWP-eligible flight schools have an exception to the language requirement. Applicants who submitted their PGWP applications before November 1, 2024, also fall outside the newer language requirement.

Meeting the language threshold alone does not guarantee a PGWP. Other eligibility criteria, including applicable field-of-study rules, may affect your application.

CLB 7 and CLB 9 Can Affect Your Express Entry Points Differently

Language proficiency influences your Comprehensive Ranking System score. Higher CLB or NCLC levels can increase your language points and may also affect skill-transferability points.

  • CLB 7: Meets the first official language minimum for the Federal Skilled Worker Program and can satisfy the language requirement for several other immigration situations.
  • CLB 8: Can increase core language points compared with CLB 7.
  • CLB 9: Can unlock higher skill-transferability points when you also meet the relevant education or foreign work experience conditions.
  • CLB 10 or higher: Can provide additional core language points under the CRS.

For example, certain CRS skill-transferability calculations award more points when an applicant reaches CLB 9 in all four first official language abilities rather than CLB 7 or 8 in one or more abilities.

Your final CRS score also depends on factors such as age, education, work experience, marital status and other qualifying circumstances.

Your Lowest Language Skill Can Determine Whether You Meet a Minimum Requirement

Consider an applicant with these IELTS General Training scores:

Language Skill IELTS Score CLB Level
Listening8.09
Reading7.09
Writing6.58
Speaking7.09

This applicant has CLB 9 in three abilities and CLB 8 in writing.

The applicant meets a requirement of CLB 7 in all four skills. However, the applicant does not reach CLB 9 in all four abilities.

Increasing IELTS writing from 6.5 to 7.0 would raise that skill from CLB 8 to CLB 9. This improvement could affect CRS points if the applicant qualifies for the relevant skill-transferability factors.

You Can Improve Your CLB Level by Targeting the Next Score Threshold

You do not always need to improve every language skill equally. Focus on the individual score that prevents you from reaching your target benchmark.

For IELTS General Training, the following scores mark three important benchmark thresholds:

Target CLB Listening Reading Writing Speaking
CLB 76.06.06.06.0
CLB 87.56.56.56.5
CLB 98.07.07.07.0

Use these thresholds to plan your preparation. If your target program requires CLB 7 in all abilities and your writing score falls below the minimum, focus on improving writing while maintaining your other scores.

You can also use our Global Language Score Converter to explore language score comparisons across different testing systems. Use the CLB Calculator for Canadian immigration benchmark conversions.

Language Test Results Must Meet Your Immigration Program's Validity Rules

For Express Entry, your language test results must be less than two years old when you complete your Express Entry profile and when you submit your permanent residence application.

PGWP applicants who must provide language proof also need results that are less than two years old when they submit their applications.

Check the test date on your official score report before applying. The CLB Calculator converts scores but does not verify the authenticity or immigration validity of a test report.

Avoid These Common CLB Calculation Mistakes

  • Using an overall IELTS band: Convert all four individual IELTS scores instead of using the overall band score.
  • Choosing the wrong test: Select IELTS General Training or PTE Core for the Canadian immigration programs that accept them.
  • Averaging CLB levels: Assess each ability separately when your program requires a minimum in every skill.
  • Using the wrong TEF Canada scale: Match the conversion table to the relevant test date and score system.
  • Confusing CLB with CRS: CLB measures English proficiency, while CRS calculates immigration ranking points.
  • Ignoring score validity: Confirm that your language results meet the applicable age limit.

Use Your CLB Results to Plan Your Canadian Immigration Application

Your CLB or NCLC results help you understand your language proficiency and compare it with Canadian immigration requirements. Start by calculating your four individual levels, identify any skill below your target and review the requirements for your intended program.

If you are planning an Express Entry application, continue with the Canada CRS Calculator to estimate your ranking points. You can also explore the Global Skilled Immigration Points Calculator to compare skilled immigration scoring systems across supported countries.

Frequently Asked Questions

Can I use IELTS Academic scores in this CLB Calculator?

The IELTS conversion feature covers IELTS General Training. The Express Entry and PGWP programs discussed here require IELTS General Training rather than IELTS Academic when applicants choose IELTS.

Can I combine scores from two different language tests?

Do not combine individual results from different test sittings to create one four-skill result for Express Entry. Use a complete, valid test result that meets the program's rules. You may provide separate English and French test results when the program allows them.

Does a higher CLB score guarantee an invitation to apply for permanent residence?

No. A higher CLB score can increase your CRS points, but Express Entry invitations depend on your total ranking score, eligibility and the criteria of each invitation round.

Can I calculate CLB without taking a language test?

You can estimate a CLB level with practice test scores, but an estimate cannot replace official language test results when an immigration program requires proof of language proficiency.

Does CLB 10 represent the highest language proficiency level?

No. The Canadian Language Benchmarks framework extends to CLB 12. Immigration conversion tables commonly group their highest published score ranges at CLB 10 or higher rather than providing separate test-score ranges for CLB 11 and 12.

This calculator provides language score conversions and general immigration guidance based on IRCC published equivalency charts. Immigration authorities make eligibility and application decisions under the rules of each program. Not legal advice.
